Nell’ambito di questo lavoro fondamentale, abbiamo esaminato l’inefficacia della polizia nazionale della RDC di fronte all’aumento del banditismo urbano a Kinshasa, comunemente noto come fenomeno kuluna. Il nostro obiettivo era quello di analizzare in profondità questo fenomeno criminale in crescita nella città di Kinshasa, da un lato, e dall’altro di esaminare le azioni di polizia intraprese in passato per arginare il fenomeno. Allo stesso modo, dopo aver completato questo esercizio, abbiamo proposto un nuovo approccio per combattere questo fenomeno, che può essere riassunto in tre punti:1. Rafforzare le unità territoriali e locali2. La creazione della squadra mobile municipale 3. Creazione di una brigata anti-gangQuesta combinazione consentirà alla Polizia nazionale di combattere efficacemente il fenomeno.
