El deporte, se ha convertido un tema esencial en cualquiera nación y con el pasar de los tiempos, transformándose en aquellas actividades de entreteniendo, alto rendimiento y de recreación individual para ser humano, contribuyendo al crecimiento físico e intelectual del ser humano.Es decir, que debemos concebir un Estado en donde el deporte no quede postergado a un tercer plano e iniciar con propuestas de modernización de carácter administrativas, jurídicas y técnicas, que genere un aumento en el rendimiento de los atletas y su vez exija un perfil más elevado de nuestros dirigentes deportivos.Por tal motivo, los panameños debemos aspirar a que nuestros atletas sean dirigidos y representados, por personal que mantengan los conocimientos filosóficos y doctrinales predicados por el gran Barín Pierre de Coubertin; y no permitir que los tentáculos de la corrupción enerven los actos de gloria que han protagonizados nuestros magníficos atletas. Por tal motivo nace esta obra referencial, de aquellas normas que la República de Panamá mantiene, a fin de ir asentando las bases constitucionales y legales que nos indican que en el suelo patrio existe material para estructural un proyecto de ley moderno que este a la vanguardia, de tal manera que podamos dejar un legado beneficioso al país.
